PCR is a full service environmental consulting company incorporated on Guam since May 23, 1996. The company was formed through the acquisition of the Guam office of Ogden Environmental and Energy Services (Ogden), which was started by Paul E.R. Packbier in 1993. Since 2002, PCR has been a minority and woman-owned small business. Mrs. Tara Perez-Steffy is the CEO and General Manager of PCR Environmental, Inc. and Paul E.R. Packbier is the President.

Packbier and Perez-Steffy have complimentary backgrounds in environmental matters. Packbier obtained his expertise in environmental permitting and restoration projects from an industry's perspective, having consulted to a variety of businesses in the U.S. Mainland, Hawaii, and the Pacific for over 25 years. Perez-Steffy's background is in communications, contract management, public relations, and planning.

With the expertise of our in-house staff and teaming arrangements with large multidisciplinary firms with more then 200 environmental professionals in the Pacific region, has positioned PCR Environmental, Inc. as the most experienced environmental consulting company in the region.

PCR Environmental, Inc. is a Certified HUBZone Business and a Woman-owned Small Business. We graduated from the SBA 8(a) Program in December of 2012 after successfully completing 9 years as a certified disadvantaged small business.
