PCR Environmental, Inc. is celebrating 30 years of providing environmental consulting services throughout Guam and the Pacific region. Incorporated on May 23, 1996, PCR was formed through the acquisition of the Guam office of Ogden Environmental and Energy Services, originally established in 1993 by Paul E.R. Packbier. Packbier and James L. Canto, both formerly with Unitek Environmental Consultants on Guam, acquired the Guam assets of Ogden and built what has become one of the region’s most experienced environmental consulting firms.Following Canto’s retirement in 2001, Tara Perez-Steffy became the majority owner of the firm, and since 2022 PCR has been a minority- and woman-owned small business, with Mrs. Perez-Steffy serving as CEO and General Manager and Paul E.R. Packbier serving as President. Together, Packbier and Perez-Steffy bring decades of combined expertise in environmental permitting, restoration, communications, contract management, public relations, and planning. PCR is recognized as a leading environmental consulting firm in the region and is a Certified HUBZone Business and Woman-Owned Small Business. The firm successfully completed the SBA 8(a) Program in 2012 after nine years as a certified disadvantaged small business.Reflecting on PCR’s 30-year milestone, Packbier stated, “It has been an incredible experience and privilege working with the variety of clients, employees, and subcontractors we have,” while Perez-Steffy added, “The best is yet to come.” Both principals credit the firm’s reputation and longevity has been built on integrity, competence, and professionalism, with a keen insight into local sensitivities and issues.
